Anne E. Rowan

Anne E. Rowan has extensive experience counseling municipalities, redevelopment entities, and improvement authorities on daily operations while remaining focused and moving towards transformative opportunities available through the use of New Jersey Redevelopment Law. She vigorously advocates and captures her client’s needs by staying actively involved from concept inception through technical review towards, ultimately, project completion.

Anne honed her expertise in negotiating purchase and sale agreements, drafting ordinances, resolutions, executive orders, and affordable housing agreements. Furthermore, in the midst of COVID-19, she worked closely with Health Care Providers on a daily basis to create statewide preventative measures and confirm compliance with COVID-19 regulations and restrictions.

Prior to coming to the firm, she worked for local government and transitioned to private practice successfully fulfilling the functions of general counsel representing public entity clients throughout the State of New Jersey. During law school she was the first legal extern at Hasbro Children’s Hospital and created the medical-legal partnership in Providence, Rhode Island.
