The Gateway Development Commission, established by parallel legislation enacted in New Jersey and New York, is overseeing the construction of the HTP, which will consist of “nine miles of new passenger rail track between New York and New Jersey, including a new, two-tube tunnel under the Hudson River.” The project will also rehabilitate “the existing 115-year-old tunnel, which is a source of chronic delays for hundreds of thousands of daily passengers.” (https://www.gatewayprogram.org)

Once the entire Gateway Program is complete, of which the HTP is but one of eleven projects, Regional Plan Association research found that “from 2023-2060, the full Gateway Program will generate close to $445 billion in economic benefits, including the creation of 46,100 jobs per year on average.” (The Economic Promise of the Gateway Program, www.rpa.org/work/reports/economic-promise-gateway).
